We've actually be asked this on a number of occasions before. In short, I don't believe chat forums are helpful in the disbursement of information. They are a here now gone later medium. The discussion boards on the other hand build an enclyclopedia of information on a daily basis that is searchable and indexable. Also, because this is a family site, it would require moderators keeping an eye on the chat 24/7... something we just cant do.
I would rather have the information stay on the boards and leave the chatting to instant messanging programs like AOLIM, MSN Messenger, ICQ and the like.
