You can only go as far as France on one side (because the bakery is now open at 9am) and as far as Norway on the other (because of Akerhaus breakfast). The rest (from Morocco to China) is roped off and opens at 11am.
Regardless of it all being open , it is an awesome sight in the morning. In fact when I did WDW Marathon many moons ago , it was my most memorable part of the race even more so than running thru castle.
You can certainly enter the park through the International Gate but, as Melanie pointed out, you can only walk through portions of World Showcase prior to that 11 a.m. opening.

We are staying at the BC for the first time this August. It's not possible to walk from the gateway to future world since that opens at 9? How do you get there?
It is possible. However, the international gateway does not open until 9am, so you will get to Future World sometime around 9:15. The pathway goes through the UK pavilion and you end up near the Imagination Pavilion in future world.
Everything in the UK and Canada is closed until 11am. You can walk through that part of WS prior to 11am and you can cross the bridge to go over to France for the bakery. There are ropes up beyond France and also at the Mexico side entrance.
