So, when my contract says that my use year is "March 2014", does that mean that the points available are points that I can use *ending* in March 2014, or beginning in March 2014?

Means you get a new batch of points, March 1, every year. Unless banked or borrowed, they are to be used between the day you get them (March 1) and February 28 (29 on a leap year) the following year.

March 2014 use year would be the points that are available beginning March 1, 2014. They can be used until Feb 2015 or banked prior to your date.

You can make reservations before your actual March 1, 2014 "use" year though. Booking window for home resort is 11 months prior to arrival date and all others 7 months prior.
