We want to rent a car and go to a beach for the day. Which one is the best for shells and swimming.

I-4 toward Tampa, to I-275 South. Get off at the Tampa Int'l Airport exit (FL State Road 60 West). Follow SR60 west straight across the Bay right to the beach.

I would vote for Clearwater Beach too. There are also some other really nice beaches in St. Pete south of Clearwater but the parking tends to be more difficult.
I like Clearwater and Vero Beach. If you can work it out to stay at Disney's Vero Beach Resort than that would be perfect. Another option is just north of Daytona on A1A and that is Flagler Beach. Maybe not as pretty as the others but it is MUCH less crowded and many times we have the beach to ourselves. Alot of roadside access points as well.

I'm a Gulf of Mexico gal (born and lived the first part of my life in St. Pete and my Mom and her side of the family live in Tampa), so I am going to say Clearwater Beach as well. Indian Rocks Beach is another option Gulfside, and there is pretty good public parking available. I never learned to be a big fan of swimming in the Atlantic Ocean...
