Nope, I think you were right with Morocco. That water wheel is beside the shop at the front of Morocco and there is a sort of water garden beside it.

It is on the stage that MO'Rockin uses for performances.

I assumed water wheels would be more of a Japanese thing seeing as Morocco is mostly a desert and Japan is surrounded by water. Oh well, I really need to brush up on my World Showcase.
