It is part of the movie club, but you don't have to buy anything from the movie club.
Each Disney DVD/Blu-Ray comes with a code, and when you enter it online, you accumulate points towards some "free" Disney stuff. Seeing Disney movies in the theatre gives points as well.
The pins got snapped up *extremely* quickly. I think I went on the day after the release and they were already gone. It was a limited edition -- I forget how many but it was no more than 750 -- so I'm not really surprised. But I was bummed to miss out.
I don't think of DMR as "part of" DMC -- it's really its own thing. You can do one and not the other. DMR does do some interesting stuff, though, and since it costs nothing to join and the emails they send are sometimes pretty interesting (not to mention the emails almost always have a link you can click to get free DMR points!), it's a great thing for any Disney nut. Just make sure you remember to submit your movie tickets, too -- 100-150 points for each one, so if you have a family, they add up fast!!
I'm saving up points for that studio tour....
