I don't think you'll really be able to see Illuminations from Via Napoli. It sits at the back of the Italy pavilion. There is an outdoor seating area, but I don't know what you can see from there.

You would not be able to see Illuminations from either of the locations in the Italian Pavilion. From Chefs de France, if you sitting along the front windows, you will see a few of the fireworks but will not really be able to see the show.
To watch the show from a restaurant, you'd need to be seated on the patio at Rose and Crown or at La Hacienda in Mexico. I have not eaten in this new spot in Mexico yet so don't know how many tables have a good view of Illuminations.
