Changes to DVC re-sale coming in March

We are looking into re-sales and it looks like after March 20th if you buy re-sale you will no longer get all of the perks if you bought directly from Disney.

What exactly are the changes and what perks will be lost? Will the changes lower the price of re-sale points if you are no longer getting all of the perks?
