When I went to DL, you could walk right on Pooh over and over again. I never saw a wait more than five minutes. This was in July.

I have ridden Pooh every time I have visited the park for the last 3 years, all times of the year including high season and have never waited more than 10 minutes for Pooh. Most of the times it's a walk-on.

Everytime I have gone I have walked on, or only waited for a few cars to go by. It is such a cute ride, I am not sure why it is not popular, other than it's out of the way location, and all the people who are still bitter about it replacing the Country Bears.
Yeah, Pooh is great for anyone wanting a fun "dark" ride, and not wanting to wait in line. It's away from all the fantasy land ones, so I think some tend to bypass it, since the only thing near it is Splash Mountain, which was closed for the majority of my visit, so Pooh was a walk on.
