Can you purchase Fast Pass+ bands for souveniers, or do you have to have a ticket? I have a friend that wants me to get them one when I am down there this Summer.

I can't imagine they would refuse to sell you one - it would be a useless item without anything to link to it.
I just threw mine away...I didn't realize there might be a secondary market for it !
I hung on to it for 6 months because I thought it was cool, but ultimately decided it was just taking up desk space.
