If you are renting through Disneyland, you can take it from park to park. You will not be able to take it to the hotels or DTD area.
If you are renting from an outside company you can take it anywhere.
The Disneyland rentals are located on the Disneyland side of the esplanade near the Harbor Blvd entrance. They are right next to the kennels.
